How does a system control centre in a utility plant gets
the grid frequency of the electrical network (50 Hz or 60

SCADA does not control frequency. The source generators produce at 60 cycle. The ultimate load on the grid will never be perfectly matched with the generation. This load mismatch will control the grid frequency by + or - from 60 cycle. Your wall clocks will change speed.
