Is Profit Center is created before Cost Center in CO ? if

Cost Center is real object whereas Profit Center is Statistical object. Hence Profit Center is required to assign while creating Cost Center which ensure all postings flows into Profit Centers. For correct financial reporting at Profit Center Level, we need to create Profit center before creation of Cost center.
