ACL manages different levels of access to users/groups. Elements which are locked by users from a particular group can be unlocked only by other users from the same group or by the users who are from a group having higher level of access privilege.
For example if a element is locked by user A from Developers group, it can be unlocked by another person from Developers group or by anyone from Admin group who are having higher level of privileges.
