if we have both metering and protection ct at same place and if they are applicable for a single application then the thicker sized ct is protection ct and the thinner sized ct is metering ct.
for eg.
rated current of dg is 1000A
then, metering ct will be 1000/5A & protection ct will be 500/5A.
so for smaller rated ct requires more no of turns at primary therefore the 500/5A ct have thicker winding & 1000/5A ct will have thinner winding.

The loads are connected with phase and ground then why current flow as the loads ?
