What is difference between role certification in role review?

Role Certification refers to the business sign-off on the role, that the role meets the business requirements and should be moved to PRD and assigned to users(upon appropriate CRM approval and Role assignment approval). Role Review refers reviewing the role at various stages of role development process, eg: BR gathering, SOD simulation, testing phases.
