Reduce number of toilet to 6
Reduce number of shower heads to 2
now,
let rate of shower heads=1$ per piece
let rate of toilet=3*1$ per piece
total rate of toilet =18$
total rate of shower heads =2$
18+2=20
if 20=100%
18=90%
2=10%
