We have few users with SAP_ALL profile from 90 days, now i
want check what are the transactions they are used till now
and i didn’t activate any audit filters in SM19. In this
case How can we find?

Yes, ST03N is the right way, but please be ensure that your system will contain the ST03N logs for 90 days, mostly they will be archived after 3 months.
The Other way is to check with the cluster two tables CDHDR and / or CDPOS. But please be noted that these two tables are very sensitive and will lead to dump in the live system if you run this table for more records. Preferably it is advised to run for very very limited number of records like 1-5 ONLY.
Any report pull the data from the tables, so I know these two tables will track all the changes in the system. Hope this answered your question.
