There is difference in between Hierarchy Data and Hierarchy Levels
Hierarchy Data : This is Master data, which has levels/Structure of data.
For example :
If you want to find out sales Man "KIRAN" hierarchy level in organization, it will be like this
Head Quarters (DELHI)--level 1
Which contains regions like South, North,East, West -- Level 2
Under South Region, Cities Bangalore,HYderabad, Chennai---Level 3
Under Hyderabad, Areas like Ameerpet, Kukatpally---Level 4
We can say that Sales man Kiran working in Ameerpet sales office, which comes under level 4
HIERARCHY LEVELS : Like above we can create maximum 99 levels in BW
