as per IS 2502
cutting length for rectangular ties will be 2A+2B+24d
where A & B inside dimension of stirrup, d dia (8mm)of bar
for column size 250x400 , nominal cover 40mm,
A = 250-80-16 = 154
B = 400-80-16 = 304
cutting length = (2x154)+ (2x304)+ (24x8)
= 1108
