we know the value of the power factor is 0.8, we know the
power factor is not depends upon the load ,then why we cant
design the power factor in transformer ?

power factor I.e the value of cosine angle between voltage and current .it is 0,6(or less) to 0.9(max 0.99) but it is not fix as 0.8 that is why transformer is rated.
