Talking about 'performance tuning in Cognos' is talking about usage of 'pesticides in Agriculture'..
Depending on the performance issue at hand, we apply various techniques to ensure/implement/enhance performance of a (set of) Cogonos reports.
I am not sure of the context of the usage of your Blue Prints.
