if there are 3 clients in quality(100,200,300) and only two
clients in production(100,200) , how many clients will be
there after system Refresh ?

first we have to export the client 300 from quality system and make it transport and release to production system , please do't do import in production. restore DB from production to quality and make system up and running and then import the exported client in SAP.

System Refresh the concept of making the quality system as production system. During system refresh we just copy all the datafiles of the production to quality. So obviously quality will be having 3 clients as in production.
