Page break is used to break the report pages and it can be used when we are using the concept of table of content.
Page set is used to create the relation with the other report page.For example if 1st report page is summary report and the next report page is detail report,we are creating the relation between the summary and detail by using master detail relationship we make use of Page set concept.
