why sap implemented lock concept seperatly as db
locks(Oracle) are already there?

Sap lock= sm12 lock on table/s while bring updated or modified.
Dealock/enaueue lock/db lock = db01. lock from db level by enqueue wp, so multiple instances in a landscape cannot access the db at the same time.
