This is an age old question!! And is a hot topic for debate!! Anyway, here's the answer to your question, simplified as much as possible.

First off, current flows due to voltage. If you touch a live wire and you're also connected to ground, such that an electric potential develops, then current will flow through you. This current causes the damage to the body, giving a "shock".

Let's assume I hire an assassin to kill Mr.X. The assassin does the damage (shock) by killing Mr.X, but the reason is ME (because I hired the assassin).

Hence the culprit is the Voltage, the killer is the current.
Hence, voltage is the cause and current is the effect (shock).
