why ELCB can't work if N input of ELCB do not connect to
ground?

There is no need of connection to ground because there is two current pass which are passed in oppose direction so the flux in the coil has been nullyfied .
And if u connected n terminal into ground there the relay trip immediatly

I am getting above 60 V as open delta voltage against single phase unit ICT at tertiary delta formed and ICT getting trippped on NDR. ICT tested and found in order. PTs provided on tertiary are tested and in order. what may be the reason?
