we convert 66kv to 33 kv to 11kv to 440v. why can't we
directly convert 33kv to 440 ?

In any transformer the power and frequency remains constant.So let the current be 5A(say) then power shall be 66kV x 5A=330kVA. if the voltage is stepped down then the current shall increase in order to maintain the power constant and that amount of current can damage the windings.
