How to check whether the Transport Request is running or not
at OS level?

At OS level, open task manager, and further open process tab. There will be a Process ID(PID) with "tp.exe" running. This specifies that the tp tool(SAP transport tool) is currently working on a transport request. So, whenever a transport request is running, the tp.exe will be visible in process list.
