An inverter converts Direct Current (DC) to Alternating Current (AC) or vice versa. A UPS consists of a battery charger, batteries (thus saving DC power), and an inverter (to convert to AC) all in one unit.
When the power goes off the supply of electricity to the battery charger part of the UPS is no longer fed, but the batteries still supply the inverter part (and ultimately whatever is running off of the UPS) with power until they run out.
The inverter alone is useless with out DC power supply (battery).
