Please provide following data
1. what is the Current drawn by motor?
2. are the current in all phases are balanced?
3. If motor rotates or not?
4. If stall is due to load, take no load trial.
5. Condition of motor cooling fan. Free on shaft?
6. Condition of bearings. Jammed fully/semi?
Without data no one can analyze your problem
