Hi , We monitor application server SM51 , wht action need to
be taken if any application server down .
Can we start application server dierectly in OS levwel , Or
do we have any other transaction in SAP to start remotely.

Hello.
You can start and stop instances on SAP itself via tcode RZ03, but you can only do this if the said SAP system has more than 1 servers and not all of them is down. If all servers are down, you can start them on the OS level. For Unix, use STARTSAP command and you should be logged in as <SID>adm. For Windows, you can start it via SAP Management Console.
