To create a new user :

useradd -u uid -g gid -G{Gid1, Gid2,...} -d home dir -m -s shell -c "comment field" -l loginname

For user account should be locked after 3 login attempts:

2 Files should be configured like this

file1 : /etc/security/policy.conf
parameter : LOCK_AFTER_RETRIES=YES

file2 : /etc/default/login
parameter: RETRIES=3 (Default value=5)
