if it is possible for the air conditioner to maintain the
temperature of 20 degree Celsius when the atmospheric
temperature is 10 degree celsius

It is not possible. The thermostat of ACU will remain open
if you set it to 20 deg. C while the incomning air from
outside is 10 deg.C. Therefore the compressor will not run
since air blown by the fan is colder than what is set by
the sensor - thermostat. You need to install other heating
device in order to maintain temperature hotter than the
ambient temp.
