Why we are using temperature and pressure as a reference when measuring flow of steam?

its simple when the temprature increses the pressure will
be decreses and pr increases temp: decreses. there was a
relation between pr & temp, due to this may effect the flow
of steam.. means velocityof steam may decreses or increases
due to the pr. variation.
