why the secondary winding of the transformer is not open circuited ?

I hope the question relates to current transformer.If the secondary is open circuited,the whole of the primary current will work as magnetising current.A dangerously high voltage will be induced in sec wdg bcoz the sec has large no of turns as compared to primary in CT.And this high voltage gives fatal shocks and for this reason secondary of CT must always be earthed.
