sir
its a high potential test
normally this test is conducted for cables and generator windings
for example if the cable is rated for 11kv and it should with stand 1.25 times of rated voltage during surge conditions
procedure for test - apply dc high voltage 1.25 times gradually and noted the leakage current ,it should be below 100 micro amps for healthy cable for 1 minute
