What conditions are required for a transformer to operate at
low frequencies ?

Transformer EMF equation = 4.44 x Phi x f x N volts.
for same operating voltage if frequency is to be decrease then Phi must be increase.

Now Phi = Bm x A, where A is the Area of Iron Core
so it is clear that on decreasing frequency size of the transformer must be increase.
