I want to give access to sec admin for assigning roles to users, but self assignment should not be possible . how it is?

These could be achieved by restricting in terms of user
groups.
He has be assigned to give all access for other user groups
available except his own user group.
Try that it wud work.
Object that wud help in restricting is ... S_USER_GRP
