why not maintain 7.0 ph in boiler ,when 7.0 is not acidic &
not basic so why maintain 9+ ph?

Alkalinity measures the ability of a solution to neutralize acids to the equivalence point of carbonate or bicarbonate. This is the main reason we are maintaining PH at higher side rather than near the margin (<7 is acid). so that it provide optimum corrosion control and also provides sufficient alkalinity to avoid the precipitation of any residual scale forming compounds.
