Hi,
As IS process is something which is prepared by FICO consultant. The consultant goes to the client's place and he or she understands the working process of Client like AR,AP, AA etc and then they will prepare a document of the clients requirements.
TO-BE process is prepared only after AS IS. It is blueprint preparation. In this process s structure of the work is made by referring AS IS.
