what is lumped and distributed elements?

when the transmission line length is comparable to signal wavelength/10.. why we have to analyse considering capacitance ,inductance, resistance , conductance..(distributed element)..why not we do the same in case of lumped element..
why do everything is explained with respect to quarter wavelength(lambda/4), in antennas,microwaves etc..what is so special in that wavelength ?
