The potential difference between a phase and neutral is
230v , but the potential difference between two phases is
400v. why?

It happens due to ohms value of the copper/aluminum conductor of the winding. The ohmic value of phase to neutral is less than phase to phase. Total impedance of the circuit, Z=root of R square+ XL square
