In case only Gateway server goes down, then what is the
impact in existing on new users trying to login the Siebel

Gateway Server is the one which authenticates the users.
GAteway maintains the virtual directory which contains the list of siebel applications,
GAteway contains the SWSE which coverts the TCP/IP requests into SIebel request.
GAteway contains the eapps.cfg which contains the AOM details for connectivity.
GAteway contains SiebeNS.dat
So if gateways fails, no new users can be authenticated into the Siebel Servers.
