Suppose I want to fire block level sequence before form
level, then is it possible?

Yes, no problem yet, because if you write the code on both
areas i.e block level and form level of the same trigger
then obviously the block level trigger will fire prior of
firing the form level trigger. It is the fact, test it then
contact if u have any issue.
