Portfolio manager, Custodian manager?

The main difference b/w Fund Manager and the Custodian is that the Fund Manager provides all the guidance to the investors unlike the custodians who totally dependent on the investors call regarding what to do, when to do etc. Fund Manager totally involves in the decision making process unlike custodian.
