rate increases at 1.5% more than inflation rate which is of

paper cost increase rate in per year =6.5%+1.5%=8%
after one year cost will be 25 + 25*(8/100)=25+2=27 Rs
after second year cost will be 27 + 27*(8/100)=27+2.16=29.16 Rs.
answer is 29.16 Rs.
