we convert 66kv to 33 kv to 11kv to 440v. why can't we
directly convert 33kv to 440 ?

nice question. If we want 33kv to 440v we can convert by
using step down transformer.bcoz in our site directly
converting 33kv to 440v.depending upon cost.
