while creating delivery with reference to order am facing an

There are several Reason why delivery was blocked.
You can Check in Sales Order Functionality, Whether Delivery
was blocked or not
You can see delivery block in Sales Order or in Schedule
line Data
You can release the Delivery Block by using Tcode : VKM5
