1.Is it mandetory to recieve an expenses item,if we do not
recieve what would be the PO status.?

Expensed items receipt Receipt is same as a normal inventory
item receipt. If you dont receive this The AP cant be debited
to suppliers.
If the PO status is "Closed", you can reopen, But if the
status is "Finanlly closed", you cant reopen.
