Well in current components are present as active and reactive.
In case of normal phase condition all the components of current according to the phase are considered. But at neutral only the reactive component is being sent back as it is not being utilized by the system.
For second case well in case of faults in the phases all the short circuits occurs due to which neutral grounding is necessary so as to carry the fault currents and to protect the mail system operating machine.
Otherwise the SC currents will go to the machine and will damage the system.
