aftere the system starts it first
that is in the fourth phase of boot phases
it first reads /etc/init
it starts the default services which are mentioned it that
file. and then it reads /etc/inittab file to find in which
run level it has to start.
in this file it has mentioned that the default run level is 3.
so the system starts with default run level 3
