Can v prepare Test cases only from BRS from Tester point of
view?

NO WE CANNOT prepare test cases directly from BRS. business
analyst prepares BRS that is a high level language which we
cannot undastand. he converts that into a low level
language that is USECASES from that only we will develop
the test cases.
