characteritics of wage type means overview of the wage type
how it is going to perform in payroll.
ex: Take basic, input combination means whether to take
amount directly or it should be derived from some where
specified by user.
Whether that wage type shoud be added or deducted.
how that wage type is valuated whether directly or
indirectly etc..
