to 11kv.

Yes you can directly stapdown 132 kv to 11 kv but in
general cases our transimision outgoing feeder may be
66kv,33kv or 11kv thats why we stap down 132/33/11kv ,if 33
kv not required then we can direct stapdown 132kv to 11kv
