contractor have done the work with out any information and
blamed me that they got permission from my side. Now how do
i write a letter to my boss against contractor

Dear Sir,
As we know that Mr. XXX is hired on contractual position
to perform YYY tasks. However, it has been observed that
Mr. XXX actioned certain activities which needs special
knowledge of ZZZ technologies.
Since, i was unware about Mr. XXX's activites as he was
not under my supervision. Hence, i have not permitted him
to action following items:

Item 2:
It seems that Mr. XXX had claimed that above items were
permitted by me, whereas i never gave verbal or written
permission to him.
Please advice.
