the answer depends on the situation. like for example if i
want to condense the hot liquid then i will pass hot liquid
in tube side and & cold liquid on shell side. and if i want
to heat the fluid then we will pass hot liquid in shell side
& cold liquid in tube side for getting more heat transfer area.
