Current?? or both voltage or current??

electrical Shock due to Voltage only not a current, when i
was in energy meter company, while the testing of meter
normally we are using
PHANTHOM LOADING that means current and voltage separately
giving to meter, in this we can hold the current wire
without any safety precaution but the volatge wire not like
that.so the electrical Shock due to Voltage only .

What do you mean by distribution transformers?
in my industry we are using 3 step up transformers for induction heaters..i.e 415/580v and other are 11/440v.in power consumption does a step trnsformer makes any difference compared to step up?? plz explain
