Why the capcitor to be discharged after put in to operation
& why not inductor though the both elements stores energy?

Capacitor discharges While Inductor doesn't discharges when put in operation because capacitor leads the current by 90 degree while in inductor current lags by 90 degree.

Capacitor is load free component but why ampere meter shows current when capacitor bank breaker close?
