A bill was raised by contractor which read as follows
1.) Excavation in normal soil upto 1.5m - 250 cum
2.) Excavation in normal soil 1.5m to 3m - 240 cum
3.) Excavation in soft rock - 350 cum
4.) Excavation in hard rock - 250 cum
5.) Filling with available soil - 825 cum
6.) Filling with bought out soil - 1100 cum
How can I verify the above quantities, especially for item
no. 5 & 6?
What checks are necessary before releasing the bill ?

In the extant case the total excavation is
250+240+350+250=1090 CuM. Quantity of filling = 1090 -
(Minus) Quantity of Concrete or other materials that have
gone in to the foundation below Ground Level. (For Eg Take
this as 200 Cum. Then filling required = 1090 - 200 = 890
CuM. But the actual qty of soil required will be less than
890 when we consider the bulking of excavated
sand/materials. So in practise the Qty of soil required for
re-filling the excavated portion = 890-5% of 890 = 845.5
CuM.
Another elaboration is as follows :-
Total Excavation = A
Total materials used for foundation
(Concrete+Rubble+Brick etc) = B
Material required for refilling = C = (A-B)- (A-B)*5/100
