It's just like writing all the numbers in Base-3 system with
four bits...
You can also write the same with Base-2 system but the max.
weight that can be weighed is only 15 with four weights
(1kg, 2kg, 4kg and 8kg). If you add another weight of 16kg
(Total 5 weights.) then you can measure uptodate 31.
